The Disease Advisor, HIV supports the Head of HIV by providing strategic guidance on HIV Differentiated Service Delivery (DSD), across the Secretariat and in engaging with external partners.
They coordinate the HIV Differentiated Service Delivery Strategic Initiative and ensure alignment of interventions with matching funding and grants while ensuring coordination of technical assistance from HIV partners to maximize the impact of Global Fund investments to achieve KPIs for this intervention.
They provide the Global Fund with expert guidance on HIV, keeping staff updated on the best scientific evidence and best program practices in the area of HIV, particularly as it relates to the Strategic Initiative and Differentiated service delivery for HIV.
They work, as directed by the Head of HIV, directly with Country Teams in the Grant Management Division providing technical support: i) in response to direct enquiries from country teams and their managers; ii) in the iterative process of ‘country dialogue’ underpinning the development of funding request and; iii) in the form of technical reviews of CCM submitted grant requests and funding request. They provide strategic investment advice to the Country Team during implementation of HIV grants to maximize impact of Global Fund’s investment. They also work with staff in other departments at the Secretariat providing technical expertise particularly regarding HIV and in writing and reviewing of the technical contents.
They contribute towards the development of policy and guidance within the Global Fund, as well as at global level with focus on technical areas covered under the Strategic Initiative through regular interaction with the relevant technical agencies.
Key Responsibilities
Perform the following duties under the prioritization, supervision and direction of the Head of HIV;
- Ensure alignment of the Differentiated Service Delivery Strategic Initiative with relevant matching fund and grants in priority countries for maximum impact;
- Ensure alignment of Differentiated Service Delivery Strategic Initiative with other relevant Strategic Initiatives including other HIV matching funding and from other diseases, RSSH and cross cutting in priority countries;
- Coordinate technical assistance from partners and ensure agreed plans and deliverables are on track;
- Ensure reporting of progress of the Differentiated Service Delivery Strategic Initiative as required and identify areas which will need course correction;
- Facilitate experience sharing and best practices among countries, partners, Global Fund country teams and other stakeholders;
- Conduct specific detailed analyses, along the grant lifecycle and where required and in collaboration with other Global Fund staff, to identify investment gaps and opportunities for reprogramming and reshaping of existing HIV grants to maximize the impact of investments through the Strategic Initiative
- Informed by normative guidance from technical partners, by Global Fund investment guidance, and by program performance results, provide advice on strategic investments for programming of funding requests to achieve maximum impact and optimal alignment of Global Fund financed-programs with the organization’s strategic objectives focusing on HIV priority countries;
- Work closely with the Grant Management Division to support identification of programmatic gaps, and to facilitate technical assistance on HIV programmatic activities and to engage partners proactively around investment reprogramming and/or implementation activities, with particular focus on areas covered under the Strategic Initiative.
- Support the Head of HIV, in efforts to strengthen Global Fund partnerships with key external partners, including through Situation Rooms, disease-specific committees and working groups through the implementation of the Strategic Initiative. Liaise closely with key partners on the Strategic Initiative to maximize the Global Fund’s contribution to the fight against HIV;
- Use their technical expertise and insights into Global Fund-supported disease control programs to provide technical input into Global Fund policy and guidance documents, and to work with relevant global technical partners to evolve normative guidance aligned with implementation needs, with specific focus on the technical areas covered under the Strategic Initiative DSD). Monitor scientific and programmatic developments, including new tools (specific focus on diagnostics, but also on drugs, preventive tools, etc.) and public health approaches related to the HIV Strategic Initiative and ensures appropriate dissemination within the Global Fund;
- Contribute to the development of Global Fund reports, publications, press releases and other advocacy or information materials on the Strategic Initiative, as directed by the Head of HIV.
