This position is located in the Security and Safety Section, Division of Administration at the United Nations Office at Geneva (UNOG). The incumbent will report to the Chief of the Security and Safety Service.
The ideal candidate will have a strong background in security management, risk assessment, and crisis response. They will oversee the preparation and management of the budget for the Security Service, ensuring effective resource allocation and optimization.
Key responsibilities include:
- Overseeing the activities of the Management, Support and Annex Unit;
- Preparing and managing the budget for the Security Service;
- Ensuring the effective management of human resources and developing strategies for manpower deployment;
- Overseeing the recruitment, promotion, and placement processes;
- Analyzing training needs and proposing training programs;
- Overseeing the e-performance process for the Service;
- Preparing service objectives, goals, and work plans;
- Overseeing the management of security equipment, supplies, and uniforms as well as firearms, and the issuances of keys;
- Overseeing the management of the annexes;
- Ensuring the strategic planning and implementation of projects;
- Analyzing security and safety trends and developments;
- Presenting proposals for improved policies, procedures, techniques, and equipment;
- Leading working groups on security and development projects;
- Providing advice on security and related technical matters;
- Participating in the realization of the objectives set by the UN Security and Safety Services Network;
The selected candidate will demonstrate excellent leadership and communication skills, with the ability to motivate and empower team members to achieve results. They will also possess a deep understanding of security principles, techniques, and procedures.
Professionalism: The incumbent must have thorough knowledge of security and safety operations, including extensive knowledge of security risk management, crisis management, and emergency response.
Communication: Excellent verbal and written communication skills are essential for this role, with the ability to communicate complex information in a clear and concise manner.
Planning & Organizing: The candidate must be able to develop clear goals, identify priority activities, and allocate resources effectively.
Leadership: The incumbent will serve as a role model, empowering team members to translate vision into results, and establish relationships with diverse stakeholders.
Managing Performance: The candidate must delegate responsibility, accountability, and decision-making authority, making sure roles, responsibilities, and reporting lines are clear to each staff member.
Education: An advanced university degree (Master's degree or equivalent) in social/political science, law, criminal justice, or business administration is required.
Job-Specific Qualification: Certification from a Police/Military War College at the commissioned officer level is desirable.
Work Experience: A minimum of seven (7) years of progressively responsible experience in security, risk, or disaster-management in the public or private sector is required.
Languages: Fluency in English and French is required, with knowledge of another UN official language being desirable.
