**Responsibilities**:
United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

This assignment with the Disasters and Conflicts Branch (DCB) of the UN Environment Programme is based in Geneva, Switzerland. DCB is the main mechanism for channeling UNEP’s support to areas of the world where the natural and human environment have been damaged by conflicts and disasters. Specialized environmental expertise is provided to rapidly identify risks to health, livelihoods and ecosystem services and to integrate environmental needs within the recovery process. The Branch’s work demonstrates to decision makers the importance of natural resources management as a precondition for sustainable recovery and development in crisis-affected contexts and as an instrument for peace-building and disaster risk reduction. Since 1999, the team has provided technical assistance and conducted field operations in over 50 crisis-affected countries and works in close cooperation with the humanitarian, development and peace-building frameworks of the UN system.

This consultancy assignment falls under the ‘response and recovery’ work area and may also include tasks related to disaster risk reduction and environmental security. It may also entail liaising and supporting the UNEP/OCHA Joint Environment Unit in mobilizing rapid environmental assistance.

2. Tasks and Responsibilities

1. Implements and oversees environmental response and recovery interventions and projects in crisis-affected countries. Key work areas include environmental pollution and waste management, ecosystem restoration and environmental governance support.
2. Leads and participates in field missions to crisis-affected countries, including conducts environmental assessments, provides recommendations on remedial measures and technical assistance to national counterparts, UN and other stakeholders and prepares technical mission reports.
3. Responds to country and UN requests for technical assistance in conflict and disaster-affected situations. (e.g. disaster waste management, oil spills, containment/clean-up of polluted sites; ecosystem restoration and Nature-based Solutions).
4. Drafts project proposals and documents and engages effectively with UNEP project review processes to addresses comments and inputs.
5. Conducts research on the environmental impacts of conflicts and disasters and provides technical inputs and advice in identifying solutions for addressing the environmental problems encountered.
6. Liaises and backstops the activities of the UNEP/OCHA Joint Environment Unit including rapid environmental assistance deployments, trainings and support to humanitarian actors on a case-by-case basis.
7. Supports visibility and advocacy for environmental response and recovery interventions in conflict-affected situations. Disseminates project results through conventional and innovative communication products (e.g. websites, press releases, web stories, video films, and social media networks, etc.)
8. Prepares and coordinates project progress and technical reports including e.g. draft background papers, M&E project reviews, project lessons learned, analytical notes, sections of reports and studies, inputs to publications and financial statements.

9. Plans and organizes technical workshops and meetings, including preparation of reports.
10. Preforms any other duties as required.

Qualifications/special skills

Masters degree in environmental and natural resources management, waste and pollution management, international development and/or related fields of study. A first-level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree.
- Specific experience with project management, environmental management.
- At least 5 years of work experience in the field of crisis response and/or environmental management
- Familiarity with international emergency response mechanisms

Languages
Proficiency in English is required; knowledge of other UN languages is an advantage.
