Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 888 million children and the prevention of more than 15 million future deaths.

**THE ROLE**

**BACKGROUND**
Gavi’s 5.0 strategy for the period 2021 to 2025 focuses on four strategic goals the first three of which are: introducing and scaling up vaccines (Strategic Goal 1), reducing the number of zero-dose children and addressing issues of equity (Strategic Goal 2); and ensuring the sustainability of immunisation programmes through strengthened domestic resources (Strategic Goal 3). The Immunisation Financing and Sustainability (IF&S) team focuses mostly on Strategic Goal 3 and Gavi’s unique approach to sustainability through co-financing and transition from Gavi support. However, it also supports country teams in using financing mechanisms to achieve Strategic Goals 1 and 2. The team provides strategic and thought leadership across the Secretariat on issues related to immunisation financing and sustainability, oversees the implementation of the eligibility, co-financing and transition policies, and provides support to country teams on a broad range of financing issues.
One key area that requires focused attention is supporting countries in accelerated transition graduate successfully from Gavi support. Part of the team’s work also focuses on collaboration with partners to strengthen health financing at country level through the Sustainable Financing for Health Accelerator (SFHA). To help ensure the success of SFHA activities and strengthen transition planning, Gavi is looking to recruit a dynamic, results-oriented manager to support collaboration and policy implementation.

**KEY RESULTS EXPECTED**
The Manager will engage in a workstream that supports the achievement of these strategic objectives by enhancing collaboration with The Global Fund, the World Bank, the Global Financing Facility (GFF), and other partners, on health financing. The Manager will be directly responsible for supporting Gavi’s engagement in about 12 countries, prioritised jointly with partners, on financing immunisation and primary health care, In collaboration with other global health financiers, Gavi will help address health financing bottlenecks and inefficiencies to sustain and improve immunisation coverage. This will be accomplished through concerted actions at the global and country level, The manager will also support efforts to ensure countries successfully graduate from Gavi support. Working with partners and teams across the Gavi secretariat the manager will identify and help implement concrete measures that increase the likelihood of successful transition.

Main Duties/Responsibilities
- Coordinate global level activities of the SFHA with Gavi’s partners;
- Support the IF&S Senior Programme Managers (IF&S SPMs) leading a collaborative engagement with Global Fund, World Bank, and GFF in the SFHA priority countries;
- Promote country level activities that strengthen domestic resource mobilisation, increase the efficiency of health expenditures, and promote health financing innovations (such as direct facility financing, strengthened budget advocacy, public private partnerships, etc.);
- Work with Gavi staff and partners on strengthening activities related to successful transition from Gavi support;
- Develop and provide regular update reports on progress in the SFHA priority countries and Gavi’s engagement and support in these countries;
- Support the team in producing relevant analyses and reports in advance of Programme and Policy Committee (PPC) and Board meetings on health financing, collaboration, policy implementation, and policy formulation;
- Develop internal and external communication materials on the health financing collaborative efforts and GAVI’s engagement.

Work Experience
- At least 5 years of progressively responsible professional experience in the field of quantitative data analysis, economics or health economics;
- Experience at the international level is an asset.
