**_ Context:_**

As a Division in the Department of Mobility Pathways and Inclusion (DMPI), the Resettlement
and Movement Management Division (RMM) directs, oversees and coordinates IOM’s global
resettlement and movement programming. RMM coordinates the policy, programmatic and
resource management of IOM’s work in these areas and provides direction, technical guidance
and support to the Organization’s global and field managers of resettlement and movement
operations.

RMM contributes to all three objectives of the IOM Strategic Plan 2024-2028 by working closely
with governments, UN agencies, (I)NGOs, private sector partners and affected populations to
save lives and protect people on the move, enable durable solutions and facilitate pathways for
refugees and migrants.

A fundamental purpose of IOM is arranging the organized transfer of refugees, migrants,
displaced persons and other individuals in need of international protections and movement
support, including resettlement and complementary pathways. It is also IOM’s largest continuing
area of programming, with resettlement and complementary pathways being long standing
regular pathways, with historically the largest number of beneficiaries. IOM regularly supports
Member States in carrying out resettlement, complementary pathways, relocation and
humanitarian admission programmes by providing support in an array of areas, from case
processing (including resettlement support centers) health, integration/orientation training and
movements. With movement support and expertise, RMM contributes to DMPI and institutional
coherence on regular pathways. RMM additionally supports international movement
arrangements across the Organization’s service areas for return, repatriation, and humanitarian
movements. IOM movements occur in nearly all of IOM’s 175 Member States.

Under the direct supervision of the Director, Department of Mobility Pathways and Inclusion
(DMPI), the Director, Resettlement and Movement Management Division (RMM) has overall
responsibility and accountability for all RMM activities and is organizational focal point as well as
the primary liaison between IOM and its member governments and counterparts for IOM
Resettlement and Movement Programming.

**_ Core Functions / Responsibilities:_**

1. Lead and direct the RMM Division at Headquarters: Movement Operations Headquarters
(MOH) Unit (that includes Staff travel) Programmes and Coordination (PCU) Unit, Monitoring,
Evaluation and Compliance (MEC) Unit, Information Management Unit (IMU), Pre-departure
Orientation/Cultural Orientation Unit, as well as delocalized positions in Valencia and the
Movement Systems and Support Unit (MMSU) and its sub-sections in Manila.

2. Lead and serve as primary liaison on resettlement and movement programming between IOM
Headquarters, the United Nations High Commissioner for Refugees (UNHCR) and government
counterparts in Geneva and Member State capitals.

3. Oversee, guide and provide final review and endorsement of IOM’s resettlement,
complementary pathways and all movement programme agreements (including negotiations
and coordination of all airline and charter agreements related to global movement operations)
and associated reporting.

4. Advise and provide substantive expertise to the Director of DMPI on the political, operational
and resource implications of IOM's current and proposed resettlement and movement
programming. Keep them, as well as relevant Headquarters Departments and Field Missions,
fully informed on current and upcoming resettlement and movement programme and policy
developments affecting established or planned activities and initiatives.
