Org. Setting and Reporting
- These positions are located in the Security and Safety Service of the United Nations Office at Geneva (UNOG). The incumbents report to the Security Lieutenant.
- Responsibilities
- Within delegated authority, the incumbent will be responsible for the following duties: - Coordinates, supervises and manages a team of officers in the exercise of their duties;
- Plans and executes team missions;
- Manages, supervises and is responsible for the security of entrance points, monitoring of persons, guidance and information for delegates and visitors and emergency responses to any situation;
- Manages officers responsible for traffic safety and vehicle screening, traffic and parking within the Palais;
- Manages operations while waiting for the emergency services to arrive: maintaining order during special conferences, protecting VIPs or other threatened persons, dissipating demonstrations, responding to or evacuating fires, accidents or alarms, freeing people trapped in elevators;
- Advises staff members and all other persons at UNOG and, if necessary, intervenes proactively to prevent loss, damage or theft;
- Receives complaints, makes initial assessments, takes statements and conducts preliminary investigations in cases of assault, theft, loss or damage and draws up the related reports;
- Investigates or reports on any other incident that may affect the proper functioning of the operation;
- Prepares and updates fire and evacuation plans for the United Nations Office at Geneva and its annexes;
- Prepares and updates fire and evacuation instructions and procedures, conducts safety assessments and accident and fire prevention review procedures;
- May be assigned to supervise the monitoring of the movement of people and goods from the Control Operations Centre; advises and informs delegates, visitors and staff members using the available documents and files;
- May be required to answer telephones;
- May be given responsibility for organizing all or part of basic training, refresher training and training of new staff;
- May be given responsibility for managing preventive canine explosives detection checks of conference rooms and offices, in particular for high level meetings and participates in room searches of special events; may participate in preventive canine security checks of persons entering or already on the premises; may conduct preventive canine checks of garage spaces and parking areas; may manage security checks of abandoned or suspicious objects discovered on the premises;
- May be given responsibility for issuing identification badges;
- Provides training for new officers in the various positions and generally provides information according to the evolution of instructions and directives;
- May be given responsibility for the equipment located in the various posts under his or her supervision and for some or all of the Service's equipment;
- May be required to lead or work as part of a team responsible for monitoring certain events;
- Monitors officers' attendance, draws up leave schedules and contributes to performance evaluations.
- Competencies
- Education
- High school diploma or equivalent.
- Job - Specific Qualification
- A valid driving licence is required.
- Work Experience
- A minimum of five (5) years of experience in the police, military or security services of the United Nations or other similar international organization is required. Out of these five (5) years, at least three (3) years of experience within a United Nations Security and Safety Service are desirable.
- Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French and knowledge of the other language are required. Knowledge of another United Nations language (Arabic, Chinese, Russian or Spanish) is desirable.
- Assessment
- Evaluation of qualified applicants may include a technical assessment exercise, to be taken prior or after the security and safety officers test. This assessment would be composed of two parts - one on security expertise and another one on physical conditions - to be followed by a competency-based interview.
