**OBJECTIVES OF THE PROGRAMME**

The Department of Noncommunicable Diseases (NCD) is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The Department also leads WHO's work on disability. The Department provides overall coordination and brings together the work on NCD prevention, control and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The Department supports the collection, analysis, and dissemination of country-level NCD data and information to inform and improve public health policy. The Department assists and supports regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The Department also ensure linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile.

**DESCRIPTION OF DUTIES**

1. Develops tools and related instructional materials, and facilitates training workshops to build Member States' capacity in survey implementation, data management, analysis and reporting.

2. Provides ongoing technical assistance to Member States on all aspects of NCD survey implementation and data management; including creating specific tools to assist Member States in sampling, data collection, data management and monitoring, and data analysis using various statistical software packages as well as setting technical standards for the analysis of survey data.

3. Coordinates data analysis services for specific STEPS (STEP wise approach to Surveillance), GSHS (Global School-based Student Health Survey), and GSHPPS (Global School Health Policies and Practices Survey) projects and other noncommunicable diseases surveillance projects.

4. Produces technical reports focusing on cross-country analysis of NCD data and produces and documents statistical analysis code for undertaking specific analysis of noncommunicable diseases surveillance data.

6. Develops/updates norms and standards pertaining to monitoring of NCD status related to risk factors, mortality and health systems capacity, and reporting of trends and global status.

7. Liaises with technical groups throughout WHO headquarters and regional offices and works with external collaborating partners, to align development of technical guidance and support with existing systems and deliver consistent quality input in a timely and coordinated manner.

8. Performs other related duties, as assigned by Unit Head, SMR.

**REQUIRED QUALIFICATIONS**

1. At least 7 years' experience in epidemiology or epidemiological surveillance, statistical programming and database development, with at least three years of those at the international level.
2. Practical experience in low-and middle-income countries in managing logistics of survey implementation and data management and conducting epidemiological field work.
3. Proven experience in the delivery of technical training, capacity building and support for implementation and data management and analysis of national surveillance systems.
4. Experience using data entry and analysis packages commonly used for survey data management, analysis and reporting.

**Desirable**:
Experience with noncommunicable diseases and risk factor surveillance; experience with conducting household and school-based surveys.

**Skills**

2. Knowledge of noncommunicable disease risk factor surveillance and youth behavioural risk factor surveillance;
3. Up-to-date knowledge of the latest trends and approaches with respect to public health surveillance systems;
4. Keen and solution-oriented analytical skills and demonstrated analytical and project management skills;
5. Extensive knowledge of one or more statistical analysis software packages, such as R, STATA, SPSS or Epi Info, and advanced knowledge of MS Excel and MS Access;

7. Ability to communicate credibly within peer community and explain technical and statistical issues and advocate for the Organization's role in the NCD surveillance field.
