MISSIONS PRINCIPALES

Vous conduisez l'analyse générale, proposez des prescriptions et recommandations pour le développement et la mise en œuvre d'un projet ou d'une solution.
Vous participez à la modélisation détaillée des processus Métier cibles. Vous recueillez et analysez les besoins, exigences et contraintes (métier et techniques).
Vous planifiez et menez les activités d'élicitation des besoins et documentez les exigences fonctionnelles. Vous élaborez un dossier des exigences et gestion des modifications des exigences. Vous élaborez les spécifications fonctionnelles générales.
Vous participez à l'élaboration du concept d'architecture et de sécurité de la solution et à la définition du périmètre de la stratégie de tests.
Vous participez à la rédaction du cahier des charges, à l'évaluation des solutions et à la préconisation de la solution la plus adaptée.

PROFIL SOUHAITÉ

Expérience d'au moins 5 ans en Suisse dans la formalisation des processus métier et l'élaboration des architectures métier, fonctionnelle et applicative.
Certification CBAP ou CCBA (BABOK) exigée.
Expérience dans la gestion de projets informatiques.
Connaissance du domaine Justice un atout.
Compréhension des concepts d'architecture et technologiques un atout.
Anglais et allemand niveau B2 souhaités.
Aisance rédactionnelle en langue française. Communication orale et écrite.
Négociation et diplomatie.
Capacité relationnelle.
Technique de planification, documentation, analyse. Capacités à formuler des concepts.
Master en informatique ou titre jugé équivalent.

La Direction générale du numérique et des systèmes d'information (DGNSI) coordonne la mise en œuvre de la stratégie numérique cantonale et accompagne la transformation numérique de l'Etat. Elle assure la disponibilité des moyens informatiques et de télécommunications nécessaires quotidiennement au bon fonctionnement de l'Administration et met en œuvre, avec les services bénéficiaires, des solutions contribuant à rendre les processus de l'Administration plus simples et plus efficients, pour elle-même et pour les usagers.
