**Context**

The Senior Specialist, Health Finance plays a key role in providing and managing high-quality technical support, as a principal management stakeholder of the Portfolio Support and the team of Health Finance Department.

You will coordinate and manage technical support and advice to specific teams and departments in order to strengthen domestic financing, sustainability, and value for money of supported programs.

Your role is important in the implementation of the health financing, value for money (VfM), and sustainability, transition, co-financing aspects of the long term strategy and approaches (including supporting country teams to develop, negotiate, track and monitor co-financing and domestic commitments).

**Your missions**
- Lead and manage Health Finance teams in specific regions.
- Develop regional priorities for technical support in collaboration with Grant Management Division.
- Collaborate on sustainability with relevant stakeholders.
- Act as the main Health Finance contact for regional teams.
- Provide specialized technical support on various Health Finance areas to country teams.
- Oversee co-financing and grant processes.
- Represent Health Finance in internal reviews and audits.
- Ensure accuracy of Health Finance data for the region.
- Analyze Health Finance themes to support regional strategies.
- Advocate for efficient financing mechanisms and partnerships.

**Additionally, you will**:

- Manage risks and undertake capacity building.
- Collaborate to institutionalize effective mechanisms.
- Participate in relevant external engagements.
- Support implementation of strategic initiatives.
- Contribute to joint financing and advocacy priorities.
- Assist in developing sustainability plans and initiatives.
- Address other regional priorities in collaboration with teams.

**Your profile**

**Essential Qualifications**:
Advanced University Degree in economics, public health, management, development studies, or a related field.

**Desirable Qualifications**:
Specialization in public health, health economics, economics, or a related field.

**Essential Experience**:

- Significant experience in health financing, public financing, and related themes.
- Demonstrated oversight of development financing in global health or development fields.
- Management experience in complex, fast-paced environments with diverse teams.
- Proven ability to provide high-quality technical support for development finance initiatives, particularly in Global Health.
- Adaptability in working with diverse stakeholders, including senior management.
- Excellent written and verbal communication skills.

**Desirable Experience**:

- 8-10 years of experience in health financing, expenditure tracking, and related fields.
- Expertise in health economics, sustainability, costing, and operational methods.
- Experience in supporting development financing, ideally in global health.
- Strong technical support background with diverse teams.
- Specific involvement in managing Global Fund grants or similar initiatives.

**Language Skills**:

- Proficiency in English and preferably another language relevant to the region (e.g., French, Spanish, Russian).
- Additional languages are advantageous.
