The consultant is expected to deliver the following:

- Concept Note on the roll-out of the training course developed in consultation with the Geneva Team in a structured manner and to the entire satisfaction of the BWC ISU and the donor.
- Training course elaborated, implemented and made available for all NCPs including programme/syllabus, modules and complementary documentation.
- Training materials for NCPs such as a handbook, presentations and other supportive material, designed and developed in a structured manner and to the entire satisfaction of the BWC ISU and the donor.
- In-person facilitation of eight (8) regional workshops delivered for greater NCPs engagement.
- Participation in one (1) event for all NCP to be held in Geneva in conjunction with a BWC official meeting.

**Responsibilities**:
The consultant will be contracted by the Geneva Branch of the United Nations Office for Disarmament Affairs (UNODA) on a project funded under European Union Council Decision CFSP/2021/2072 in support of building resilience in biosafety and biosecurity through the Biological Weapons Convention (BWC) in the framework of the EU Strategy against Proliferation of Weapons of Mass Destruction.

The consultant will be responsible for the following duties:

- Leading the conceptualization, design and development of training materials targeting NCPs, including modular content/instructional material that can also be transformed into e-learning materials. Following the provided standards, guidelines and defined templates, and in order to ensure sustainability, materials should be conceptualized from the perspective of the target audience in a way to be usable and accessible to NCPs for future trainings after the conclusion of this EU Council Decision.
- In close coordination with the EU Council Decision 2021/2072 team based in Geneva, conceptualizing, developing, and contributing to the implementation of a training course for all NCPs. The two-day training courses will be held in-person in different regions for national representatives serving as BWC NCPs. The training course will involve information on all aspects of national implementation of the BWC, including challenges and practical information, guidance on the elaboration of CBM reports, addressing legislative issues and inter-agency coordination. The training materials and course will be built upon the Guide on Implementing the BWC, which was elaborated under EU Council Decision 2019/97, and other materials already developed by the BWC ISU.
- Facilitating eight (8) 2-day regional training workshops for NCPs planned under project 2.
- Participating in one (1) event for all NCPs to be held in Geneva in conjunction with an official BWC meeting.
- In cooperation with the EU Council Decision CFSP/2021/2072 team based in Geneva, ensuring that developed training course and materials are made available in an appropriate Learning Management System.
- Liaising regularly with the EU CD project team based in Geneva and providing regular updates to the project donor concerning the implementation of the project 2.

Qualifications/special skills
Master’s degree in education, communications, social sciences, such as international relations, or a related field is required.
Working experience in capacity building activities with States, preferable in the context of an international organization is required.

Languages
Proficiency in written and oral English is required. Proficiency in another UN language (French/Spanish) is an advantage.
