**PROJECT DESCRIPTION**
There is widespread consensus, among academics and policymakers alike, that the participation of developing countries in Global Value Chains (GVCs) has lifted millions out of poverty. Largely, this follows from the relocation of workers to urban areas to serve -directly or indirectly— the expanding trade sector, whose main locus of activity is the city. Cities in developing countries are, thus, hubs of exports and productivity and a fundamental channel for turning GVCs into an engine for prosperity. On the other hand, cities in developing countries are often hard to navigate, unsafe and lack adequate infrastructure - they are “crowded yet disconnected” (Lall et al., 2017).[1] Against this backdrop, this project asks: are cities in developing countries achieving their full potential for labor market connectivity in exporting sectors? What are the barriers (the ‘frictions’) that prevent the poor from accessing GVC-driven job opportunities in urban labor markets?
Our project combines theory and empirics to study the questions at hand. On the theory side, we develop a quantifiable general equilibrium model linking garment plants’ export activity, with workers’ job information and location decisions. On the empirics side, we leverage a unique ecosystem of data, combining existing data sources we have access to through our existing research (real time, plant—identified customs records, labor force survey, census data, geospatial data on infrastructure), with newly collected high—frequency surveys of workers, and a lab-in the-field experiment. Our research approach affords us a novel characterization of the frictions that prevent workers from fully benefitting from the opportunities of export—led growth.
Perhaps one of the most salient examples of successful GVC participation by a low—income country, the Bangladeshi RMG sector is concentrated in the urban areas of Dhaka and Chittagong. With the share of garments in export volumes expanding from 50% in 1990 to 84% in 2019, the sector now accounts for 14% of the country’s GDP and 45% of its urban industrial employment. Despite this undisputable success, a troubling pattern remains: in a sector that has delivered phenomenally well on the promise of GVC-led growth in a low-income country, pockets of low wages and poor working conditions co-exist with enclaves of high productivity and wages, at close spatial proximity. After decades of growth, it appears that worker mobility has not arbitraged away these differences, and the outcome falls short of delivering an equitable urban labor market for garment workers.
We conjecture that distance—dependent information frictions and extremely localized urban labor markets act as an important barrier for spreading the gains from Bangladesh’s participation in the garments GVC. By quantifying this barrier and distinguishing it from other spatial frictions, our research identifies policy instruments best suited to delivering well-functioning urban labor markets that benefit from international trade.

Mission, rôle et activités
The PhD student will write a doctoral dissertation within the themes of the SNF-funded project _Global Value Chains and Spatial Frictions in Urban Labor Markets: Evidence from Bangladesh_, under the direction of Prof. Julia Cajal-Grossi (PI). In addition, the student will lend research assistance and support to the PI within the framework of this project.
In their capacity, the PhD Student and Research Assistant, will have the following responsibilities:
- Attend and complete satisfactorily all coursework in the doctoral programme, including the Swiss Program for Beginning Doctoral Students in Economics at the Studienzentrum Gerzensee.
- Participate in seminar series and other academic events of the Department of Economics and associated Research Centres.
- Conduct research (including design and implementation, development of a literature framework, data collection, analysis, modelling, estimation and writing) on spatial frictions and the organization of firms and labor in supply chains in developing countries, leading to the writing of three publishable academic articles to form the doctoral dissertation. The research in these articles will be co-generated with the PI, will fall within the umbrella of the SNF project, and some may be co-authored.
