**Postdoc “Climate Federalism”**
**80-100%, zwei Jahre, mit Möglichkeit einer einjährigen Verlängerung**:
Föderal organisierte Staaten bieten distinktive Vorteile in Umgang mit Minderungs
- und Anpassungsmassnahmen zum Schutz des Klimas, stehen dabei aber auch vor vielfältigen Herausforderungen. Auf der Ebene der Gliedstaaten (Kantone, Städte, Gemeinden) können etwa neue Lösungsansätze getestet werden, bevor sie vertikal und horizontal diffundieren. In diesem Sinne fungieren Gliedstaaten als «Laboratorien» neuer Lösungs
- und Regulierungsansätze. Allerdings besteht eine erhebliche Unsicherheit über die dazu notwendigen Rahmenbedingungen, wie beispielweise ein klares rechtliches Mandat, Ressourcenlage oder die grösseren sozio-politischen Umgebungsfaktoren. Ohne dieses Wissen besteht die Gefahr, dass Regelungsansätze und Verantwortlichkeiten verlagert werden, ohne dass nennenswerte Massnahmen getroffen und Zielvorgaben erreicht werden. In diesem Zusammenhang stellt sich die Frage, welche Kriterien (z.B. institutioneller Rahmen, Rechtsgrundsätze, Rolle und Kompetenzen involvierter Akteure) einer effektiveren Klimapolitik und -gesetzgebung der Schweiz dienlich sind oder diese behindern.
Der/die angehende PostdoktorandIn wird dieser Frage an der Schnittstelle zwischen Rechts
- und Politikwissenschaft nachgehen. Je nach Fachgebiet und Schwerpunkt der Kandidatin resp. des Kandidaten wird diese/r entweder am Institut für Öffentliches Recht oder am Institut für Politikwissenschaft angegliedert sein. Der/die PostDoc wird eng und interdisziplinär unter der gemeinsamen Betreuung von Dr. Charlotte Blattner (Öffentliches Recht) und Prof. Dr. Karin Ingold (Politikwissenschaft) arbeiten.
Profil
Die/der erfolgreiche BewerberIn verfügt über einen Doktortitel in Politikwissenschaft oder im öffentlichen Recht, vorzugsweise mit fundiertem Fachwissen föderaler Strukturen und/oder im Umweltmanagement. Die/der KandidatIn spricht fliessend Deutsch oder Französisch und verfügt über gute Englischkenntnisse. Erfahrung in der Durchführung von Interviews, der Analyse von Gesetzestexten sowie vertiefte Kenntnisse des föderalen Systems der Schweiz sind von Vorteil.
