- The evaluations will take both a summative and a formative approach, in that it will look at results achieved or not achieved so far (summative) with a view to inform OHCHR HQ and other country presences' work in the future (formative). This approach will therefore increase OHCHR's accountability and learning, as per its Evaluation Policy. The objectives of the evaluation are: - To identify bottlenecks, best practices and corrective measures to be applied in the last implementation period of the project/programme - including in the areas of gender, disability and human rights integration;
- To take stock of the main achievements and obstacles to elaborate, based on the donor priorities, the new phase of the project/programme;
- To produce clear and actionable recommendations identifying concrete actions and responsibilities for OHCHR to undertake towards these ends.

- **Consultants from the Global South, as well as women, persons with disabilities and youth, are encouraged to apply.** The Office of the High Commissioner for Human Rights (OHCHR) is seeking qualified and experienced evaluators to join its evaluation consultancy roster. Selected evaluators will evaluate a range of human right-related programmes and projects. This will include assessing relevance, effectiveness, efficiency, impact and sustainability-providing critical evidence for decision-making and future programme designs. Minimum of 8 years of experience in conducting assessments, reviews or evaluations of projects, programs or policies in the UN or international context. Advanced university degree (Master's degree or equivalent) in law, political science, international relations, economics, or related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. This general call for consultants is aligned with our 2025 Evaluation Plan and covers evaluations planned for 2025-2026 period. These include evaluations of both thematic programmes and projects implemented in various countries, eg: - Digital Technology and Human Rights. - Corporate gender mainstreaming. - Delegation of Authority for Administration and Finance - The Voluntary Fund for Technical Cooperation in the area of Human Rights. - Rights of minorities in the Republic of Moldova - Equal access to services and assistance for refugees with specific needs and the most vulnerable host community members in Moldova - Social cohesion and national reconciliation in Guinea. - Regional approach for the protection of specific human rights concerns in Latin America and the Caribbean. - Accountability for abduction, torture and enforced disappearance in Iraq. - Business and Human Rights in Africa (Liberia, Mozambique, Eastern Africa, Central Africa, Southern Africa, DRC, Cameroon, South Africa). - Country Programme in Ethiopia. - Technical Cooperation Programme, Saudi Arabia. - Promotion and protection of human rights in Thailand. - Peace dialogues and peacebuilding processes in Colombia. - Social Cohesion Pathways, Human Rights and Women’s Civic Participation in Fiji. - Peacebuilding and Social Cohesion in Refugee Management in Garissa County (Kenya). Experience conducting evaluations on human rights issues, political affairs, international relations or related field (humanitarian assistance, peace operations, post conflict situations) is required Experience working in Colombia, Democratic Republic of Congo, Guatemala, Burkina Faso, Chad, Mauritania, Niger, Guinea, Moldova, Ethiopia, Liberia, Mozambique, Cameroon, Kenya, Sudan, Fiji, Iraq, Saudi Arabia, Honduras or relevant regions is required. Knowledge of integration of Gender Equality, Disability Inclusion, Human Rights and the principle of leaving no one behind in evaluations is an advantage. Knowledge of OHCHR is an advantage. Knowledge of the Results-Based project management is an advantage.
