The ultimate results of services provided by the consultant will be:
1. Mid Term Review
a. MTR of 9421 Central Asia DDT project completed as per the requirement of UNEP and GEF (Refer Annex I)
2. Operational Completion Report:
a. Operational Completion Report of 5600 NIP Morocco completed as per UNEP and GEF rules (Refer Annex II)
3. Portfolio management:
a. Provide technical input to 10526 Mexico chlor-alkali project in initiating the procurement of Mercury Stabilizer and Thermal Desorption
b. Facilitate other project development task and coordinate activities as required based on the review of project needs by the Chemicals and Waste Portfolio Manager

**Responsibilities**:
a) Organization Setting:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
GEF-The GEF Unit of the Chemicals and Health Branch is responsible for the development and management of all GEF projects implemented by UNEP in the Chemicals and Wastes focal area. To date, the team has a portfolio of 100 projects represented over $200 mil of GEF investment supporting countries in their implementation of the Stockholm Convention, the Minamata Convention and SAICM.
The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and chemicals and waste. An important component of almost all UNEP’s GEF projects is building capacity to manage the environment in a sound manner.
The Chemicals and Health Branch plays a key role in supporting countries to implement, develop and execute chemicals related GEF projects that fit within its comparative advantage. UNEP’s comparative advantage within the GEF has been defined as:
- Scientific assessments, monitoring, early warning;
- Linking science to policy (Capacity Building, Enabling Activities) at national, regional and global levels;
- Innovation, technology transfer and lifting barriers;
- Regional and global cooperation;
- Awareness raising, advocacy, and knowledge management.
As part of its duties, the GEF C&W Unit supervises a portfolio of ongoing projects, develop new projects to be submitted to the GEF and facilitate countries to close finished projects. UNEP is the implementing agency (IA) for number of GEF projects which are implemented across the globe. Implementing Agency is tasked to carry out Mid Term Review (MTR) and Operational Completion Reports (OCR) of eligible project as per the GEF and UNEP evaluation rules. To carry out such reviews of project, UNEP take help of specialized consultants to measure progress made towards the achievement of outcomes and will identify corrections, if needed. To this end, the project entitled ‘Demonstration of non-thermal treatment of DDT wastes in Central Asia (Kyrgyz Republic and Tajikistan) [GEF ID 9421]” requires MTR and project entitled “Development of a review and update of the national implementation plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Morocco [GEF ID 5600]” require carrying out OCR. Further, as the unit is implementing number of other projects, the consultant is required to provide technical input to other projects of the unit particularly to “Eliminate mercury use and adequately manage mercury and mercury wastes in the chlor-alkali sector in Mexico [GEF ID 10526].
The consultant will undertake the following:
1. Carrying out independent Mid-term Review of 9421 Central Asia DDT project as per the UNEP and GEF rules
2. Carry out independent Operational Completion Report of 5600 NIP Morocco as per UNEP and GEF rules
3. Provide technical input to 10526 Mexico chlor-alkali project
4. Facilitate the portfolio management as and when required.
