**_ Context:_**

IOM is the leading Organization in the field of migration and has a staffing complement of
20,000+ staff in more than 580 locations worldwide working on humanitarian and development
programmes.

Under the overall supervision of the Deputy Director General for Management and Reform and
direct supervision of the Director, Global Shared Services Division, and in close coordination
with relevant Units at Headquarters (HQ) and IOM Offices worldwide, the Chief, UN Efficiency
Unit will be responsible and accountable for providing strategic leadership, technical guidance
and managerial support to support IOM achieve its strategic and organizational goals in
Business Operations Strategy (BOS), Common Back Office (CBO), Common Premises (CP),

statement, pricing and costing principles as well as client satisfaction principles.

**_ Core Functions / Responsibilities:_**

1. Lead the UN Efficiency Unit and identify organizational goals and targets to ensure adequate
support is provided to achieve results through developing and implementing an action plan
based on quality data collection.

2. Lead IOM’s engagement in the UN Efficiency Business Operations-related activities to ensure
quality guidance and support to the participation of IOM Offices in OMTs and UNCTs with the
aim of achieving efficiency gains and facilitating joint programming.

3. Lead oversight and compliance of IOM’s implementation of the UN Efficiency Agenda by
identifying best practices, lessons learned and challenges encountered with a view to facilitate
IOM meeting its UN Efficiency commitments.

4. Represent IOM at UN interagency Business Operations Task Teams including on Business
Operations Strategy (BOS); Common Back Office (CBO), Common Premises (CP) and
Efficiency Reporting.

5. Represent IOM at the UN High-level Committee Coordination Group on Mutual Recognition
and facilitate operationalization by IOM Offices.

6. Respond to internal and external audits and assessments relating to entity-level UN Efficiency
and IOM engagement.

7. Lead IOM’s institutional annual reporting on UN efficiency gains, internally and externally,
including annual reporting to the United Nations Economic and Social Council via the UN
Development Coordination Office.

8. Coordinate with peers from other UN entities to ensure efficient and complementary
approaches and build synergies, and coordinate UN interagency policy, guidance and training
material on UN Efficiency initiatives.

9. Coordinate with IOM business and policy owners to achieve the objectives set in the UN
efficiency agenda; and provide analysis, interpretation, and guidance on related-policy matters,
propose amendments of administrative instructions to improve efficiency, simplification, or to
meet audit recommendations.

10. Monitor and report regularly to Senior Management on the progress of all Business
Innovation Group initiatives and roll-out.

11. Provide advice and develop guidance on CBO engagement and implementation based on
the business proposals prepared by the lead UN entities. Work closely with the Country Offices
to ensure that their input to the CBO process is solid and maintains IOM’s interests and in line
with IOM’s strategy.

12. Identify risks and challenges for CBO and Common Premises and propose mitigating
measures and solutions.

13. Identify knowledge gaps and build adequate BOS, CBO and CP capacity in IOM to facilitate
OMT and UNCT representation, engagement and participation by IOM staff and strategic
positioning of IOM.

14. Develop IOM internal Annual Workplans and Budgets guiding the work of the BOS, CBO
and CP drawing from the UNSDG Business Innovation Group (BIG) approved Work Plan.
