Summary

The ED, Policy & Portfolio Advocacy RE will shape and lead the policy and advocacy strategy and approach for Region Europe. This includes informing and developing the Novartis position on key policy issues in Europe and shaping targeted advocacy activities for policy priorities across the region. The role will shape the healthcare policy environment in Europe to ensure sustained access to innovation and position Novartis as a trusted partner and policy thought leader.

About the Role

Key Responsibilities

  1. Shape and design policy strategy for Region Europe in close alignment with the Head PA Europe.
  2. Design and execute portfolio advocacy focused on our policy asks for key parts of the portfolio, particularly CVD, oncology and new tech platforms, e.g. RLT and aligned with regional priorities.
  3. Input to shaping scope of EU advocacy for EU institutions and national capitals based on our policy and business priorities.
  4. Establish more consistent, and higher standards in briefing senior leadership in and above country on key local political developments, impact for NVS, and our asks.
  5. Drive proactive policy scanning and engagement to identify which priority legislations to shape, and articulate clear policy asks.
  6. Collaborate closely with Global Policy to pull functional expertise in functional and emerging topics.
  7. Provide leadership for the development of Novartis positions on key issues and strategic country plans.
  8. Represent Novartis in European trade associations and ensure leadership in key committees.
  9. Develop key policy messages in alignment with Policy Communications and conceptualise message and content trainings on key topics for country public affairs teams in the region.
  10. Guide management and the team in political analysis of external trends and development.
  11. Shape European policy position around security of supply, shortages and related industrial policy topics.
  12. Digest information and coordinate dissemination of insights across Corporate Affairs and Novartis, ensuring relevant stakeholders are informed and aligned with key political developments in Europe.
Minimum Qualifications
  1. Extensive experience of progressively responsible life sciences industry involvement in policy, advocacy, strategy roles.
  2. Strong understanding of the legislative environment in the EU and key national markets.
  3. Experience working at global/regional level and within a local market organisation.
  4. Ideally complex policy and/or strategic experience from an above-country role in a global organisation.
  5. Experience in identifying key policy issues and develop policy scenarios that inform strategic decision-making.
  6. Strategic sense, combined with strong understanding of portfolio and enterprise strategy/priorities development.
  7. Strong understanding of advocacy work and engaging external stakeholders, skilled in building forward-looking Public Affairs plans.
  8. Ability to develop senior management briefings on key policy issues and strategies.
  9. Master's degree (e.g. MSc) / University Diploma or equivalent in relevant discipline.
