Job Description

We are seeking an experienced Wireless Network Operations Specialist to join our dynamic team supporting the performance, operations, and optimization of wireless network systems in connection with OnStar services. This role requires a deep understanding of carrier wireless networks, backend systems, and their interactions, with a strong focus on troubleshooting, monitoring, and analysis of network performance as it pertains to OnStar’s connected vehicle services.

The ideal candidate will have extensive experience with mobile network technologies, including GSM, UMTS, and LTE, and a proven track record of resolving complex network issues. You will play a key role in collaborating with wireless carriers, internal teams, and external partners to ensure the seamless operation of our connected vehicle services. Additionally, the role includes the creation of new operational processes, developing performance metrics, and participating in the design and implementation of network enhancements to support OnStar systems in current and future regions.

Responsibilities include, but are not limited to, the following:

  1. Provide support for network connectivity or related network issues for user community.
  2. Troubleshoot, diagnose, and resolve problems with our wireless carriers.
  3. Define and develop monitors to measure network activity and identify possible network problems.
  4. Fully understand & document system workflows associated with back-end interactions between wireless service providers and GM backend systems, such as inventory, lifecycle of OnStar in-vehicle services, etc.
  5. Develop monitors and metrics to measure the carrier integration API performances.
  6. Execute network test plans, as needed, for new device launch and troubleshooting.
  7. Solve engineering-related problems and create alternative solutions to ensure continued operation.
  8. Participate/lead design/process-related technical discussions with development teams and/or other stakeholders.
  9. Create change requirements by describing high-level business objectives, business benefits, and functional requirements.
  10. Participate in iterative co-validation sessions with IT counterparts (mostly developers and testers) as an SME to ensure that requirements have been correctly implemented.
  11. Work closely with wireless carriers and vendor partners to resolve performance issues.
  12. Work with other System Operations team members to develop and improve operational playbooks.
  13. Technically guide fellow team members and engineering teams on wireless network topics.
  14. Travel as required.
  15. Apply various visualization tools to extracted data in order to provide unique and insightful results.
  16. Position requires operational support per on-call schedule.
  17. Handle escalated tickets and issues from customers.

Required Skills and Experience:

  1. 8+ years of relevant Cellular/Mobile, Engineering or IT work experience.
  2. 5+ years of experience in Cellular/Mobile industry, related to GSM, UMTS, and LTE technologies.
  3. Familiarity with telecommunications technologies and protocols, including SS7, TCP, UDP, IP, SIP, VoIP, T1, Ethernet.
  4. Solid understanding of Cellular Core Network Architecture and Radio Access Network.
  5. Solid understanding of mobile cellular acquisition and call flows for Voice, SMS, and Packet Data Calls.
  6. Solid understanding of data communication principles, including OSI and TCP/IP protocol models, including network security for both wireless and telephony networks.
  7. Experience in testing and debugging End-to-End 3GPP wireless device call performance in live networks.
  8. Familiarity with AAA, HA, GGSN, SGSN, HLR, PDSN, HSS, MME, S-GW, P-GW.
  9. Experience in authoring Cellular network RFP requirements; evaluate and disseminate RFP responses toward selection of optimum vendor.
  10. Experience in the management of Mobile Network Operator vendors.
  11. Experience in the management of Mobile Network Operators to meet Service Level Performance requirements in Wireless Service Agreement.
  12. Exposure to carrier provisioning workflows and back-end systems.
  13. Experience creating SQL monitors and metrics.
  14. Operational experience supporting cellular network components, creating or executing operational playbooks with vendors to resolve customer issues or outages.
  15. Knowledgeable and comfortable with new technologies and business models.
  16. High level of analytical ability where problems are complex and difficult.
  17. Excellent verbal and written communication skills in English and Regional Language.
