REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and Acted) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of Acted, an international NGO whose headquarters is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from Acted’s operational support in its fields of intervention.

We are currently looking for a Communications Officer to support our activities for the Syria mission.

The Communications Officer will report to the Country Representative and assist with a wide variety of tasks related to the overall communications of Syria mission. REACH Syria is seeking to strengthen and innovate existing external communications and engagement tools, approaches, and content, with the ultimate aim of enhancing the reach and impact of our research programmes. This role will work at the country level, but in coordination with the “Translating Data to Action” Community of Practice at the global IMPACT level.
COUNTRY PROFILE
After more than a decade of conflict, conditions in Syria remain volatile and marked by violence and socioeconomic deterioration. The scale, complexity, and severity of humanitarian needs in Syria extend the necessity for up-to-date, timely, and accurate information. Evidence-based planning and programming remain paramount to ensure that the response adequately meets the needs of the most vulnerable people and is tailored to different realities across communities and over time. REACH has been conducting assessments on the humanitarian situation in Syria since 2013 and has since grown significantly as an actor in the response. Broadly speaking, REACH Syria facilitates a humanitarian evidence base via four key research streams:
- Monitoring of the humanitarian situation in Syria, including joint market monitoring to track prices of goods as per the survival minimum expenditure basket (SMEB);
- Displacement tracking, through tracking the movement of IDPs and returnees;
- Remote sensing activities, including market functionality, flood hazard assessments, etc;
- Technical support to clusters, including thematic assessments and capacity building.
Main Responsibilities
Under the management of the Country Representative (CR), the Communications Officer will:
External Communications, Advocacy, and Dissemination
- Lead in the drafting and dissemination of key strategic outputs, notably stakeholder-targeted briefs across various research workstreams, to enhance access to REACH data and analysis, inform and influence strategic and programmatic humanitarian decision-making in Syria.
- Participate in regular coordination meetings with other NGOs within the policy and advocacy working groups, ensuring the timely communication of key REACH data to support evidence-based advocacy for the humanitarian response in Syria.
- Manage the Arabic translation workstream by coordinating the Translation and Dissemination Officer’s tasks, consolidating the translation portfolio, prioritizing select thematic outputs for translation, and ensuring targeted dissemination to Syrian stakeholders in line with the REACH Syria localization agenda.
- Support the definition and implementation of internal advocacy-related processes and tools, such as the communication, dissemination, and advocacy strategy for the country, unit guidelines and Standard Operating Procedures, the advocacy calendar considering key events, research cycle or partners’ timeline.
- Under the supervision of the CR, engage in and/or contribute to maintaining strategic partnerships and external communications with key stakeholders and decision-makers, including relevant UN agencies, donors, local and national government, and NGOs.
- Engage in cross-organisational conversations through regular exchanges and meetings with staff in HQ and other IMPACT missions, as well as through the Communications and Advocacy Community of Practice at the global IMPACT level to exchange best practices, consolidate knowledge, and foster sustainable peer-to-peer learning.
- Provide support to assessment staff on output design, review and dissemination for specific communications-style products developed within the research units.
- Under the direction of the CR, engage in the dissemination of research products (including through articles, IMPACT social media contents, targeted e-mails, presentations, meetings, etc…) in line with IMPACT Dissemination and External Communication Guidelines and Research ToRs.
- Manage mass dissemination channels and tools at the level of the mission and streamline dissemination processes according to specific audiences.
Internal Communications
- Contribute as a member of the Senior Management Team (SMT), including sharing relevant information, coordinating across unit/department managers, and ensuring efficient and productive links with Acted.
- Coordination and collaboration with research units across the mission to ensure effective external engagement, including through joint outputs.
- Coordination and collaboration with field teams to gather local inputs and feedback, contextualize communications and increase dissemination on the ground.
- Organisation of meetings/information-sharing (i.e. external engagement updates, internal newsletter).
Monitoring and Evaluation
- Contribute to country team learning processes through evaluation of the success of the dissemination and communications activities and implement improvements if needed.
Capacity building
- Develop and implement trainings based on IMPACT global standards and tools (e.g., train country staff using globally developed or validated resources such as templates, design, guidelines…).
Requirements
- Excellent academic qualifications, preferably including a master’s degree in a relevant discipline such as communications, journalism, marketing, humanitarian action, development studies, or international relations.
- At least 2 years of relevant work experience in a communications or advocacy-related role.
- Exposure to the humanitarian, development, or international relations sectors, including field-based roles or deployments.
- Preferably, direct experience in a communications, advocacy, or external engagement role within the humanitarian, development, or international relations sectors.
- Experience communicating on/disseminating research products or findings an asset.
- Experience in project management or innovation an asset.
- Prior knowledge of the Syrian context an asset.
- Solid understanding of writing fundamentals and demonstrated experience in producing clear, concise, and persuasive written content.
- Demonstrated experience working with communications technology, digital communications tools, and social media platforms.
- InDesign, Adobe Creative Suite, WordPress an asset.
- Video/Photography an asset.
- Fluency in English (oral and written).
- Fluency in written/oral Arabic is an asset.
- Ability to work independently, with initiative, while taking a proactive, solutions-oriented approach.
- Ability to function effectively within a team in dynamic, multi-cultural settings.
- Attention to detail and commitment to producing high quality work.
- Openness to feedback and willingness to learn.
- Ability to manage time effectively.
CONDITIONS
- For this position, salary between 2,000 and 2,160 CHF monthly (before income tax), etc as well as a monthly living allowance of 300 USD. NB - IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.
- Accommodation and food provided in a guesthouse. Depending on the country situation, a contribution to a housing allowance of up to 75% of country-specific benchmark can be considered instead. NB – IMPACT is hosted by Acted in this country.
- Enrolment in Swiss private pension fund (Swisslife – approx. 9.975% of staff gross salary), health insurance, life insurance and repatriation assistance.
- Accompanied status does not apply to this position.
- Flight tickets every 6 months & visa fees covered (in-country travel costs and professional expenses are fully covered).
- Contribution to the luggage transportation: between 20 and 100 kgs, depending on the length of the contract (+ luggage and personal property insurance).
- Annual leave of 36 days per year. Public holidays of the country of assignment. Family/compassionate leave when applicable.
- Predeparture induction - 3 days at IMPACT Initiatives’s HQ in Geneva + one week pre-departure training in ACTED HQ in Paris, including a 4-days in situ security training.
- IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among others, up to 1000 € per year of psychosocial counselling fees.
