The Hub for Coordination of Solutions to Internal Displacement ("the Hub") is an inter-agency resource to support field implementation of solutions to internal displacement in line with the approach and commitments outlined for internally displaced persons (IDPs) solutions in the United Nations (UN) Secretary General's Action Agenda on Internal Displacement, and brought forward by the Inter-Agency Standing Committee (IASC) - United Nations Sustainable Development Group (UNSDG) Joint Guidance on Solutions to Internal Displacement. The Hub will act as a one-stop resource for UN Resident Coordinators (UN RCs) and UN Country Teams (UNCTs), coordinating and facilitating access to support on Solutions to Internal Displacement, drawing on the breadth of expertise in the UN system. Advancing the goals of the Action Agenda in support of nationally led processes and institutions and supporting implementation and periodic updating of the joint UNSDG-IASC Guidance on Solutions to reflect ongoing learning will rest with the Hub. 

The primary purposes of the Hub will be to:

- Promote a nationally led, development approach to solutions, consistent with human rights priorities and the role of the peacebuilding community
- Provide country-facing support on solutions to internal displacement
- Support knowledge management and access to good practices on solutions
- Track progress and reporting on the Secretary General's Action Agenda on Internal Displacement with respect to solutions
- Support key coordination mechanisms on IDP solutions, especially as Secretariat to the Global Solutions Working Group
The Hub will support and work in close collaboration with the inter-agency Global Solutions Working Group (SWG), from which it will draw inter alia specific thematic expertise to support field operations. Hub operations will require close, continued liaison with the IDP Advisory Group, the Data for Solutions to Internal Displacement (DSID) Working Group and the Development Finance Working Group established during the mandate of the Secretary-General's Special Adviser on Solutions to Internal Displacement (2022 – 2024). 

Position Purpose

The Coordinator of the Hub will maintain a day-to-day reporting line to UN Development Coordination Office (DCO) as the hosting entity, and a strategic performance reporting line to the senior convening official of the Solutions Champions Group – International Organization for Migration (IOM) in 2025, United Nations Development Programme (UNDP) in 2026 and the UN Office for the High Commissioner of Refugees (UNHCR) in 2027. 

Pursuant to the decisions of the Executive Committee, the Hub Coordinator will ensure accountability of Hub operations to the Joint Standing Committee to Advance Humanitarian and Development Collaboration (JSC) and will promote the principle of a system-wide approach to supporting government leadership and development-system engagement on solutions to internal displacement, as established by the High-Level Committee on Programmes.  S/he will be responsible for the day-to-day management of the Hub, working closely with DCO, UN RCs, Solutions Champions Group entities, Member States, civil society and private sector, and UN Agencies, Funds, and Programmes.

Key Duties and Responsibilities

Lead the management of the Hub for Coordination of Solutions to Internal Displacement

- Direct and oversee the functions and staff of the Hub.
- Oversee the development of an annual workplan for submission to the JSC, incorporating the core functions of the Hub.
- Consult regularly on the work of the Hub with the Global SWG to establish operational priorities and inter-agency support to country level solutions operations
- Direct and coordinate implementation of the Hub's Annual Workplan, including the work of the Fund Manager, Solutions Adviser Facility (SAF) Project Assistant, and Finance Adviser, and drawing on the deployment capacity of Field Support Advisers and wider UN system expertise; and maintaining strong linkages with the DSID, the Global IDP Advisery Group, and the Development Finance Working Group
- Maintain regular coordination with the Solutions Champions Group to drive advocacy, support operational priorities and increase visibility for IDP solutions efforts.
- Continually monitor and assess the financial resources of the Hub and work closely with UNDP on administrative and budgetary oversight.
- Support synergies across solutions priorities, tools and instruments, working closely with the Secretariat of the Internal Displacement Solutions Fund (IDSF), and the lead agency in the Solutions Champions Group in their role as Chair of the Fund Steering Committee.
- Support resource mobilization efforts for global support mechanisms, including the Hub, the Fund and the SAF.
Provide strategic technical direction and leadership on coordination and support to country operations on Solutions to Internal Displacement

- Establish outreach and regular coordination with RCs, UNCTs and Humanitarian Country Teams (HCTs), and Solutions Advisers in displacement-affected countries.
- Ensure timely response and operational support to UN RCs and UNCTs to facilitate IDP solutions initiatives, coordination and financing plans in line with the IASC/UNSDG Joint Guidance on Solutions to Internal Displacement.
- Manage field deployments of the Hub Senior Field Support Advisers and the broader assets of the Solutions Champions Group entities at global and regional levels and drawing on additional support and thematic expertise from the Global SWG as required for country support.
- Promote Protection and IDP participation across the solutions ecosystem, advancing advocacy with Governments, UN and civil society partners.
- Working with the Development Finance Adviser, direct support to country-level initiatives on the development of solutions financing strategies and resourcing efforts.
- Promote a system-wide, UN response on solutions, including humanitarian, development and peacebuilding communities.
Lead Knowledge Management and Access to Best Practice

- Through the work of the UNDP-led Community of Practice mechanism, ensure cultivation and dissemination of best practices and lessons learned on new generation solutions efforts, promoting use of and updates to the Joint UNSDG-IASC Guidance on Solutions to Internal Displacement.
- Ensure update to repository of supporting documents, tools, protocols and sample templates demonstrating good practice and incorporated into the Joint IASC-UNSDG Guidance.
- Represent the Hub in recruitment and deployment processes for Solutions Advisers alongside UNDP as the SAF administrator.
- Promote cross-country learning on IDP solutions initiatives and convene coordination and thematic events for Solutions Advisers and wider network of UNCT and HCT partners.
Tracking and Reporting Progress on Implementation of the Secretary General's Action Agenda

- Report annually on the work of the Hub to the JSC.
- Report annually on the implementation of the Secretary-General's Action Agenda to the Executive Committee/Deputies Committee (EC/DC).
- Promote continued development and use of data to elaborate progress on IDP solutions at country and global levels, including advocating for the role of national authorities in data development and management in coordination with the DSID Working Group.
- Establish a dashboard to track progress against the key benchmarks and commitments for IDP solutions established in the Secretary-General's Action Agenda and Joint UNSDG-IASC Guidance, including: 
- Recalling and updating UN commitments in the Secretary-General's Action Agenda. 
- Maintaining updates to UN institutional commitments and strategies on Solutions. 
- Updates and refinements to the Solutions Pathways Building Blocks.
Advancing Inter-Agency Collaboration and Partnerships

- In close coordination with the senior convening official of the Solutions Champions Group, establish and co-convene regular meetings of the Global SWG.
- Direct Hub resources to provide secretariat support to internal solutions coordination fora, especially the inter-agency Global SWG and the UN system's IDP Advisery Group.
- Establish and maintain close coordination with DSID Working Group; convene and support solutions-related data initiatives and fora, promoting integrated data initiatives and inter-agency coordination at country level.
- In coordination with the Solutions Champions Group entities and collaborating with established mechanisms such as the Peacebuilding Support Office (PBSO)-led UN-International Financial Institutions (IFIs) partner working group, strengthen and expand dialogue at global and country levels with development financing institutions, and in particular with multi-lateral development banks, to promote predictable financing practices in support of IDP solutions.
- Establish and maintain coordination and periodic exchange with Office of the Special Rapporteur on Human Rights of IDPs.
- Establish and maintain regular liaison with the Global IDP Advisory Group, soliciting policy advice and operational recommendations for UN support to nationally led processes and solutions-focused institutions.
- Ensure regular outreach and updates to interested Member States, including affected States, donor States and coordination fora.

Required Skills and Experience

Education:

- Advanced university degree in International Development, International Relations, Public Administration, Public Policy or other relevant Social Sciences is required OR
- A first-level university degree (bachelor's degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
Experience:

- A minimum of 15 years (with master's degree) o 17 years (with bachelor's degree) of ' experience in international development in a government, multilateral or civil society organization working in a multi-cultural setting.
- Experience in crisis contexts with the United Nations system, with policy and operational issues relating to internal displacement and solutions is required.
- Experience with resource mobilization, and knowledge of financing for development is required
- Operational experience in both Humanitarian and Development contexts highly desirable.
- Familiarity with key institutions and coordination mechanisms for both the development and humanitarian systems is desired. 
- Experience in contributing to or leading inter-agency coordination mechanisms highly desirable.
- Experience with partnerships, networks, and advocacy at global forums and conferences is desirable.
- Experience in monitoring and advising new policy options, innovative approaches, and strategic entry points to enhance the positioning of Solutions to Internal Displacement and increase visibility and impact is desirable.
- Experience in analyzing socio-economic trends and emerging strategic issues is desirable. 
Language:

- Fluency in English is required.
- Knowledge of another UN language is an advantage.
