A one-year fixed-term contract will be given.

Introduction
The position is located in the Management Support Unit (MSU) unit of the Sectoral Policies Department (SECTOR).

SECTOR is responsible for providing support to ILO constituents in addressing employment and labour opportunities and issues in specific economic and social sectors at the global, regional and national levels.

The sectoral approach to decent work cuts across the entire Decent Work Agenda.

The work of the Department includes:

  • the promotion of social dialogue for consensus building on sector-specific policies and practices including through tripartite meetings;
  • the promotion of ratification and effective implementation of sectoral international labour standards;
  • the development and dissemination of knowledge and information relating to sector- and/or industry-specific economic and employment trends; policy-oriented research on decent work issues in specific sectors;
  • the implementation of development cooperation projects as well as the delivery of policy advice and capacity building programmes for tripartite constituents; and
  • the promotion of policy coherence on key sectoral issues through strategic partnerships with other United Nations agencies, with multilateral organizations and with other stakeholders.


SECTOR is also responsible for the coordination of Office-wide efforts on the promotion of decent work in the rural economy and contributes to the ILO's work on the promotion of decent work in supply chains.


The MSU provides strategic and operational support to the effective management of the department in areas such as programming, finance, human resources, organisation of sectoral meetings, communication, knowledge management, and project cycle management.


Within the policy and procedural requirements established by the ILO, the Technical Officer will provide project management support to the development cooperation portfolio of the department.


The Technical Officer will work in the MSU in SECTOR and will report administratively to the Director of the department.


Daily technical supervision will be provided by the respective project managers which would include Heads of Units and Sector Specialists.

They will provide technical guidance and work closely with the Technical Officer to deliver the development cooperation programmes and projects for which they are responsible.


Description of Duties
1\.

Support the effective, efficient and timely management of the growing portfolio of ILO development cooperation projects that are implemented or backstopped by SECTOR.

These include but are not limited to the Supply Chains for a Sustainable Future of Work project, the European Sectoral Social Dialogue Committees Support project, the Responsible, Inclusive and Sustainable Supply Chains in Asia project, the Reducing the Use of Chemicals in Textiles project, as well as the Portworker Development Programme, and the Working 4 Health programme.

Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programmes, and Office procedures and practices.

2\.

Monitor the delivery of all programmes and projects that are implemented or backstopped by SECTOR and assist in the implementation of specific activities to ensure these are delivered on time.

Organize regular meetings with Heads of Unit and Sector Specialists as well as Chief Technical Advisers, National Project Coordinators, and Financial and Administrative Staff to ensure effective planning, coordination and implementation of activities at the global, regional and national levels in consultation with the ILO Field Offices and other departments and programmes in HQ.

Support the drafting of Terms of Reference, recruitment of consultants and implementing partners, publication of reports, and organization of events, workshops and training programmes.

Help ensure that the contributions and inputs of Sector Specialists and Heads of Unit for specific programmes and projects are provided in a timely fashion.

Identify issues that may jeopardize the effective implementation of specific sectoral programmes and projects and propose ways to remedy and address these.

Undertake missions in relation to project implementation.

Coordinate the production of progress and final reports and ensure that these are submitted to the donor via ILO's development coordination dashboard on time and in line with the reporting deadlines agreed by the donors.

Support the preparation of budgets, budget revisions and no-cost extension requests, and ensure these are submitted for internal review and for donor approval in the correct format with the right supporting documentation.

Assist in the preparation of both internal and external evaluation of SECTOR programmes and projects and help coordinate inputs required.

Assist in the design and formulation of new development cooperation programmes and projects to advance social justice and decent work in specific sectors and supply chains as well as in the rural and circular economies.

Contribute to the design and implementation of strategies to mobilize resources for new projects managed and backstopped by SECTOR and to the implementation of these strategies in close consultation with the ILO Department for Partnerships and Development Cooperation and concerned Sector Specialists and Heads of Unit.

Enter new projects managed by SECTOR into IRIS and check that internal and public information about these projects is updated.

6\.

Support the effective communication of the results and impacts of the projects that SECTOR manages or backstops to increase visibility of the ILO and awareness about the value added of the sectoral approach to advancing social justice.

Ensure all products are in line with the communication requirements of each donor. Create and update webpages with the products and other relevant materials developed by the projects.

7\. Promote the inclusion of gender equality and non-discrimination in all aspects of the work.

8\. Perform other relevant duties in the MSU in SECTOR as requested.

Required qualifications

Education
First-level university degree (Bachelor's or equivalent) in a relevant field.

Experience
At least three years of relevant professional experience.

Prior ILO project management cycle experience, including familiarity with ILO development cooperation policies, procedures, and systems, and working with ILO specialists and staff in HQ and country offices to implement development projects, would be an advantage.


Languages
Excellent knowledge of English and good working knowledge of another working language of the Office (French or Spanish).
