Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights (OHCHR). The incumbent reports to the Chief of Economic, Social and Cultural Rights Section (ESCRS).

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

  • Leads a thematic cluster with the Economic, Social and Cultural Rights (ESCR) Section in the area of anti-corruption and human rights .
  • Reviews, monitors and evaluates activities relating to the implementation of the workplan of the respective ESCR cluster.
  • Reviews, monitors and evaluates international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council related to anti-corruption, good governance, illicit financial flows and human rights.
  • Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures in addressing corruption in their work.
  • Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. and notes on OHCHR's policy on anti-corruption and human rights
  • Meets regularly with the relevant stakeholders including UN staff, officials, NHRIs anti-corruption institutions and Civil Society to plan projects and review project activities in the headquarters, through OHCHR country/regional presences and directly with government and other stakeholders.
  • Works with UN and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in their programs; helps design and implements the anti-corruption and human rights program and designs the organization and focus of the evaluation.
  • Ensures up-to-date information regarding substantive matters in the field of anti-corruption and human rights and makes recommendations on actions to take.
  • Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provides, as appropriate suggestions and recommendations on anti-corruption and human rights.
  • Assists governments, National Human Rights Institutions (NHRIs), civil society (CSOs) and other stakeholders to develop and implement a training program in the field of ananti corruptionanti-corruption, illicit financial flows, good governance and other associated matters, with attention to gender perspectives.
  • Serves as team leader with responsibility for carrying out, in consultation with the Chief of the Section, work coordination and administrative functions relating to the staff, planning and budget.
  • Trains and supervises new/junior staff and external stakeholders such as government officials, NHRIs, public institutions, CSOs and private sectors.
  • Performs other related duties as required.
Competencies

PROFESSIONALISM:

Knowledge of and exposure to a range of economic, social and cultural rights with an enhanced focus on anti-corruption issues through a combination of academic and professional work including tools, approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions.

Knowledge of institutional mandates of OHCHR, ESCRs guaranteed by the ICESCR, prevailing policies and procedures, including the recent decisions and resolutions by the Human Rights Council and other anti-corruption intergovernmental organizations and fora.

Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights.

Ability to complete in-depth studies and reach conclusions on possible causes and solutions to economic, social and cultural rights linked to corruption problems in specific societies and systems.

Demonstrated skills in training national authorities including at the senior levels and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities.

Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas.

Education


Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, economics, data science, public policy or related field.

A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience


A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, economics, public policy or related area is required.

At least five years of experience in the field of economic, social and cultural rights including but not limited to at least one area from the following thematic issues:

right to health (including physical and mental health), social security, right to education, culture, right to work, right to food, land housing, and property, right to work, economic policies, equality and poverty eradication, rights to water and sanitation, anti-corruption, and/or human rights is required.

At least two years of experience in management of a multidisciplinary team at the United Nations or a similar setting is required.

Experience working with governments and national stakeholders is desirable. Experience in providing technical assistance and capacity-building activities for a wide range of governments and nongovernmental actors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

THIS POSITION IS TEMPORARILY AVAILABLE FOR NINE MONTHS, SUBJECT TO AVAILABILITY OF FUNDS.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.

However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii).

Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
