Unitaid, a partnership hosted by the World Health Organization is focused on accelerating the introduction and adoption of key health products primarily for HIV & co-infections, tuberculosis, malaria and women & children's health. DESCRIPTION OF DUTIES

Provide expert advice and guidance to project teams on financial and audit matters for a complex and/or large set of Unitaid grants throughout their life cycle, including:

  • Review of proposals for assessment of reasonableness of funding requests and information on the proponents' fiduciary capacity to deliver.
  • Continuous analysis of grant specific financial and fiduciary risks, and financial and audit data; formulation of related guidance and advice.
  • Provision of support to project teams in due diligence: in particular, leading fiduciary capacity assessments of grantee(s).
  • Provision of advice on clauses and annexes relevant to financial management and accountability for inclusion in grant agreements.
  • Facilitate the project teams and grantees in budgetary planning/monitoring /control and cash disbursement activities.
  • Facilitate the project teams in grant financial performance monitoring through reviewing and analyzing financial progress reports, as well as in audits planning activities, periodic evaluations of the projects' performance and close out of projects.
  • Work with the Compliance and Risk Management Officer to support the project teams in handling cases of suspected or confirmed losses/fraud or financial mismanagement, in close coordination with the WHO Office of Internal Oversight Services.
  • Provide professional advice and guidance to more junior members of Risk Management & Grant Finance team and oversee their work, as necessary.
  • Manage specific tasks on the grant portfolio's financial analysis and financial planning, as well as any other analysis as needed in the Finance and Administration Division.
  • Identify areas for improvement in the relevant policy framework and systems, recommend solutions and help implementation of agreed recommendations.
  • Represent Risk Management & Grant Finance team in relevant meetings, make presentation on behalf of the team.
  • Manage assistants and external consultants working on finance, budget, or audit-related topics, as necessary.
  • Provide input to the preparation of working papers and documents for Governing Bodies of Unitaid.
  • Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education

  • Essential: An advanced university degree (master's level or above) in finance, business, commerce, accounting, audit or a First level university degree plus a professional qualification in accounting, finance or internal audit (e.g. ACA, ACCA, CPA, CIA).

Experience

Essential:

  • At least 7 years of progressively responsible experience in financial management and oversight, external or internal audit.
  • At least 5 years of experience in supporting the financial management or oversight of projects and grants.
  • Significant experience in conducting financial / fiduciary assessments and/or due diligence.

Desirable:

  • Experience in supervising / managing staff.
  • Experience in the development and implementation of tools and processes for grants.
  • Experience in and demonstrated knowledge of public health and international development especially around HIV/AIDS, tuberculosis, and malaria and/or the development of health products.

Skills

  • Expert skills in financial analysis, including financial due diligence and risk assessment.
  • Ability to work with large quantities of data and present insightful financial information in an effective manner.
  • Ability to create and sustain active collaboration with colleagues, grantees and other external parties.
  • Ability to work in a team, manage team-work in a cross-functional, collaborative manner.
  • Ability to identify process gaps and generate options for systemic improvements.
  • Ability to deliver within high quality standards and tight deadlines.
  • Ability to handle multiple tasks and priorities.
  • Strong planning and organizational skills.
  • High level of integrity, proven trust worthiness.
  • Understanding of Unitaid, including its mission, strategy, and portfolio of projects.
  • Other essential WHO Competencies include Producing Results and Promoting Innovation and Organizational Learning.

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.
