The Global Lead guides programme support and technical assistance to support alignment and coherence for sustainable and scalable results. Incumbent supports the development of technical and organizational capacity to ensure policy and intersectoral coherence around migration and displacement issues across UNICEF. The adviser coordinates intra and cross-sectoral technical expertise across program areas (including through organization-wide communities of practice on migration and displacement issues), and provides technical support, particularly with EMOPS, DAPM, DOC, PPD, PFP and relevant Program Groups (Child Protection, Education, Social Inclusion, Health, WASH and Nutrition). Including support to strengthen data and evidence, knowledge management, innovation, effective and coordinated advocacy, and capacity building to scale up interventions across sectors and accelerate results for children and adolescents on the move. The Global Lead – Migration and Displacement represents UNICEF externally on migration and displacement issues and builds/strengthens effective interagency program partnerships to support a coherent and coordinated approach across UN and other issue-specific external partnerships.

Thought Leadership and Strategic Direction:


Provide thought leadership, technical guidance, and support for the development of UNICEF's vision, strategy and action plans for children and adolescents on the move in development and humanitarian settings.Provide technical leadership and advice, policy and strategic thinking and positioning around migration and displacement issues.Provide regular updates to senior management and other relevant stakeholders of key trends and developments on migration and displacement (including refugee protection) and respond to demands for action and/or change of practice and policy.Direct the implementation of UNICEF's Strategic Plan commitments related to children and adolescents on the move. Support the development of policy tools and standards to promote a coherent, rights-based approach to migration and refugee issues across sectors.Apply and introduce innovative approaches and good practices to build technical capacity and understanding of UNICEF staff, partners and stakeholders and support the implementation and delivery of results for and with children and adolescents on the move.Program Strategy and Technical Support:
Provide oversight of the global guidance for programming for children on the move. Monitor global developments and initiate new approaches and methodologies to best meet goals and objectives. Identify issues, needs and opportunities, seek solutions and provide programme advice and guidance on matters pertaining to migration and displacement.Coordinate inputs into country and regional strategy documents and activities across UNICEF's thematic areas and sectors to ensure program coherence, integrated programme advocacy, resource mobilization, communication, and sustainable and scalable results.Support UNICEF country and regional offices and Senior Management in programming, planning and advocacy on issues related to migration and displacement.Provide timely technical support and practical guidance for the mainstreaming of children on the move related programming across all programme sectors.Assist regional offices to plan, programme and strengthen capacity in country offices to program for and with children and adolescents on the move.Policy/Program Advocacy and partnerships:
Represent UNICEF externally on migration and displacement related issues and lead on issue-specific interagency and program partnerships to support program coherence and institutional impact, including with UN agencies, donor organizations, youth and migrant/refugee organizations, international and national NGOs, academic institutions, and professional networks.Coordinate and lead UNICEF's involvement in the implementation of the Global Compact for Refugees and Global Compact for Safe, Orderly and Regular Migration.Represent UNICEF in intergovernmental and interagency migration and displacement governance structures and coordination fora and guide strategic partnerships, including with IOM and UNHCR.Strengthen institutional knowledge, understanding, policy and practices in migration and displacement. Interact, negotiate, and advocate for programme goals and strategies.Drive advocacy for migration and displacement related issues leveraging major global and regional forums and processes. Lead the development of advocacy, communication and information material and identify and build strategic alliances to influence policy development to facilitate achievement of programme goals at all levels.Knowledge generation, management, innovation, and capacity development:
Lead on knowledge generation, management and innovation on issues related to migration and displacement between UNICEF country and regional offices, UNICEF National Committees and partners.Support effective information exchange, management and innovation through documentation, assessment and sharing of relevant data/evidence for program implementation and advocacy. Coordinate strategic and effective documentation and dissemination of good practices and lessons learned between UNICEF Headquarters, Regional and Country offices, including external partners such as UNHCR and IOM.Strengthen UNICEF's linkages with research and development agencies and with professional organizations to build global knowledge networks to support high-quality programming for and with children and adolescents on the move.Develop and drive a demand-driven agenda for capacity building and incremental learning on migration and displacement programming for UNICEF and partners.Collaborate with research and data divisions, the Offices of Research and Innovation to provide strong measurement indicators and tools for monitoring the achievement of results for children on the move. Planning, reporting, management, and resource mobilization:
Effectively manage the Migration Issue Hub team and direct planning and implementation of its annual work plan. Actively participate in the implementation and monitoring of the Strategic Plan and relevant organizational strategies.Lead cross-organizational technical networks/communities of practice(s) bringing together staff with relevant intra and cross-sectoral technical expertise for program support, strategic consultations, and capacity development.Support the Director of the Program Group Leadership Team in convening the Global Directors' Group on Children on the Move as an internal strategy coordination mechanism to achieve program coherence, alignment and institutional impact and coordinate whole-of-organization responses.Plan, monitor, and leverage resources for children on the move programming by generating and using evidence-based policy, programming and measurement tools.Coordinate and guide strategic plans for resource mobilization and allocation and convene interested donors and supporters in collaboration with Public Partnership Division and Private Fundraising and Partnerships, based on country, regional and global priorities.Oversee the development of funding proposals and donor reports and other statutory reports. Advanced University degree in Migration studies or closely related social/development sciences (political science, international development, law, public policy, or another relevant technical field is required.A minimum of 10 (ten) years of professional work experience at the national and international levels in the provision of technical advice and/or programme development, design and/or management is required.In-depth knowledge on migration and displacement issues including as they relate to children is required.Work experience in a development and a humanitarian setting is required and UNICEF country office experience is preferred.Experience working for international organizations such as the United Nations is desirable.Source:
