Under the supervision of the Director of the Human Resources Development Department (HRD) the Chief of the Policy and Social Benefits Branch (HR/POL) is responsible for the overall management and direction of the Branch and of the technical areas within its purview.

HR/POL develops, implements, communicates and reviews all policies, rules and procedures relating to the terms and conditions of employment of staff, and ensures their consistent application and interpretation.

The Branch coordinates the work of the Department in the prevention and resolution of work-related conflicts and ensures the review of all formal grievances and representation before the internal dispute resolution bodies.

HR/POL coordinates the representation of ILO's management in the internal social dialogue mechanisms as well as in UN system common system external bodies, such as the International Civil Service Commission.

The Branch also comprises the administration of social benefits, including the ILO health insurance fund (SHIF), pension benefits (secretariat of the ILO Staff Pension Committee), staff compensation (secretariat of the Compensation Committee) and voluntary benefits (e.g. life and invalidity insurance).

Duties:

Develop changes and design new HR policies to support implementation of the ILO HR Strategy in line with the strategic objectives of the organization and organizational needs and initiatives including workforce diversity and inclusion targets, rewards and recognition, flexible working arrangements, field conditions of service and fair compensation and benefits. Develop and share knowledge of emerging and best policies, trends and practices in the HR field as well as on UN common system HR initiatives.Serve as a strategic partner to Management by providing authoritative advice on applicable policies, rules and procedures and guidance on the resolution of work-related conflicts or disputes.Ensure consistent application of HR policies rules and procedures within the Department as well as across portfolios, headquarters and field duty stations.Liaise with the Office of the Legal Adviser on the resolution of complex legal situations and disputes.Represent the Organization in high-level meetings and negotiations on HR policy questions and promote the Organization's HR strategies and policies within the UN inter-agency system, in particular the United Nations Joint Staff Pension Fund, the International Civil Service Commission and the Human Resources Network of the High-Level Committee on Management (HLCM).Oversee client-oriented and cost-effective management of the services provided by the Staff health Insurance Fund Secretariat (SHIF), which serves around 12,000 insured members worldwide and the ILO Staff Pension Committee Secretariat (PENSION) which administers more than 4,000 ILO participants. Assist the Director of the Department in the promotion of effective communication and facilitation of open and transparent Staff /Management consultative processes. Negotiate and seek consensus on HR matters; hold regular consultations with elected staff representatives; and chair or participate in internal bodies and committees, including the Joint Negotiating Committee, the SHIF Management Committee, the Compensation Committee, etc.Coordinate the elaboration of HR inputs and documents for the ILO governing and oversight bodies.As a member of the Management Team of the Department, contribute to development of the strategic vision on Human Resources and to the management of Department-wide human resources, budgeting and other administrative issues.Manage, motivate and develop staff under his/her supervision. Foster teamwork and collaboration among staff in the Branch and across the organizational.

Required qualifications:

Education:

An advanced university degree (master's degree or equivalent) in Human Resources Management, law or a related field such as Public or Business Administration.

Experience:

Ten to 15 years of progressively responsible experience of which ten years at the international level in the area of policy development, human resources management, public administration or related field required. Five years in a managerial function with direct supervisory responsibilities over a large team. Excellent knowledge of international public administration procedures and practices as well as of international public civil service best practices on HR related matters. Good knowledge of the conditions of service of the UN Common System and experience with industrial relations is highly desirable.

Languages:

Excellent oral and written command of English and French required. Working knowledge of Spanish will be considered an advantage
