The strategic objective of the Global Malaria Programme (GMP) is to support Member States to adopt WHO's malaria-related technical recommendations, and to advance implementation of the Global Technical Strategy for Malaria GTS). The Programme's core roles are to: I) Address key malaria control and elimination strategic questions; II) Set, communicate & disseminate evidence-based normative guidance, policy advice and implementation guidance to support country action; III) Coordinate WHO capacity building & technical support to Member States, jointly with Regions, ISTs and Countries; IV) Help countries develop and implement robust surveillance systems to generate quality data and use that data to achieve greater impact; and V) Keep an independent score of global progress in malaria control and elimination, including drug and insecticide resistance. The mission of the VCR unit is to support the optimal use of resources for malaria vector control by WHO Member States through key activities, including to: a) Support generation and reporting of data related to malaria vectors and interventions; b) Develop or revise evidence-based policy recommendations and programmatic guidance on vector surveillance and control, including for new tools; and c) Support timely dissemination of vector surveillance and control guidance and contribute to its implementation through technical support and capacity building activities based on identified priorities.

Duties:

Under the direct supervision of the Unit Head, Vector Control & Insecticide Resistance (VCR) in the Global Malaria Programme (GMP), the incumbent will:
Normative guidance Lead on managing the Guidelines for Malaria Vector Control, a task consisting of Developing planning proposals with input from the guidelines steering group, if changes in scope and new questions are identified, and managing the associated approval process by the Guidelines Review Committee Managing membership of the Vector control Guidelines Development Group (GDG) and External Review Group (ERG), including identifying and inducting new members, receiving, reviewing and updating biographies, DoIs, CUs, and MoAs, and overseeing correspondence to members Organizing and managing GDG meetings to review new evidence and draft recommendations. This includes setting up meeting plans, overseeing invite distribution, collating and distributing relevant reading materials, inviting speakers, note taking and corresponding with participants Commissioning and overseeing systematic reviews and methodological support for the vector control guidelines, including identifying appropriate service providers, establishing contracts, receiving deliverables, and approving payments.Organising regular meetings between systematic review groups, the methodologist and the GDG to discuss PICO questions, protocols, analyses and review findings.Writing up draft recommendations or edits to text and managing internal review based on output from GDG meetings. Managing the peer review process of new/revised guidelines content by the ERG Contributing to GMP recommendation development processes and assisting in the establishment of standard operating proceduresMigrate and publish revised guidelines content in MAGI Capp Develop associated communication materials such as short videos Lead on or assist in the development of global guidance for entomology and vector control, including writing or revising documents such as meeting reports, protocols and other outcomes from technical consultations.A key priority for 2024 is the update of the 2012 operational manual on Larval source management a supplementary measure for malaria vector control Global Vector Control Response Co-coordinate implementation and reporting of the Global Vector Control Response (GVCR in conjunction with the WHO Department of Control of Neglected Tropical Diseases, Special Programme for Research and Training in Tropical Diseases (TDR) and through engagement with other WHO departments, WHO regional and country offices, and partners. Specifically, this will consist of: Managing the GVCR Joint Action Group including coordinating and co-chairing the quarterly JAG calls and preparing call summaries ready for circulation and finalisation Leading WHO's ongoing monitoring and reporting of GVCR including overseeing reporting to the World Health Assembly Managing the GVCR SharePoint site and it's integrated PowerBI reports. To respond to the needs of member states, by developing new initiatives as needed that will support member states in achieving GVCR milestones.To coordinate and deliver the training and relevant workshops to support member states in these new initiatives. Identifying opportunities for and overseeing the implementation of GVCR case studies CommunicationManage communications on entomology and vector control including updates to relevant GMP/VCR webpages, maintaining the WHO health topics webpage, and managing the WHO Vector Control Updates mailing list and posts.Contribute to the annual World Malaria Report updated in the area of entomology and vector control.Provide technical guidance and assistance to support WHO Member States on malaria vector control.Work with other technical units across GMP, other departments in WHO and regional and country offices to contribute towards the development of key communications products on malaria vector control and insecticide resistance management.Contribute to technical assistance and capacity-building activities for malaria entomology and vector control in line with WHO guidance and strategies (i.e. GVCR , Global Technical Strategy for Malaria Required Qualifications:

Advanced-level university degree in entomology.Experience:

Minimum seven years of progressive experience, including at the international level, in supporting the evaluation of vector control interventions and in inputting into the associated guidance and/or guidelines development processes.Proven experience facilitating regular (at least one per year) international collaborative meetings such as advisory groups or technical/policy consultations, as demonstrated by means of reports or other publications originating from these meetings.English writing skills, including keen attention to detail, as demonstrated by means of at least 10 first-author peer reviewed papers on mosquito vector control or a related topic in international peer-reviewed journals. Skills:
Willingness and ability to take responsibility; self-starter, self-motivated, self-manager, including ability to demonstrate initiative and work on her/his own after instructions from supervisors. Ability to multi-task effectively and prioritize workload to meet deadlines in a pressured environment with competing demands and high expectations.Excellent interpersonal skills, including integrity, good judgment and diplomacy, including proven ability to promote consensus.Proven ability to work as a member of a team and to maintain working relationships in a multicultural environment.Language Skills:
