Background

The duration of the assignment is 364 days. The United Nations Women's Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and civil society, which supports women-led and women's rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1046 civil society organizations and is present in 43 countries or group of countries.

UN Women hosts the Secretariat of the Women's Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from governments, companies, foundations and individuals, designs funding windows and mechanisms, provides day-to-day support to Country Offices implementing WPHF programmes, and ensures timely and quality monitoring and reporting. The Secretariat's mandate is also to strengthen stakeholders' knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF, and manages the Community of Practice (CoP) for WPHF partners and grantees.

About the Position

Reporting to the WPHF Programme Coordinator (P3), the Programme Analyst contributes to the effective management of the WPHF's Regular Funding Cycle in Africa and the Arab States as well as the Food Security Portfolio by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of the WPHF programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team of the WPHF secretariat, UN Country Offices and Resident Coordinators Offices and civil society ensuring successful WPHF programme implementation under portfolio.

Duties and Responsibilities

1. Contribute technically to the development of programmestrategies in the area of Women, Peace and Security and Humanitarian Action for WPHF in Africa and the Arab States

  • Provide substantive inputs to the design and formulation of (multi-) country call for proposals and thematic initiatives such as food security;
  • Identify areas for support and intervention related to the programme.

2. Provide substantive technical support to the implementation and management of the WPHF Regular Funding Cycle in Africa and the Arab States in the area of women, peace and security and humanitarian action

  • Support the coordination of Calls for Proposals, including the organization of information sessions, the organization of technical review committees;
  • Support the evaluations of project proposals incl. long and shortlisting in English, French and Arabic;
  • Draft reports on coordination calls, monitoring missions, programme results, outputs and outcomes.

3. Provide technical assistance and capacity development to partners of the WPHF Regular Funding Cycle in Africa and the Arab States and in close cooperation with the WPHF L-Hub

  • Coordinate and provide technical support to Management Entities in the implementation of the WPHF portfolio;
  • Maintain relationships with UN Country Offices to support implementation and expansion of the WPHF programme;
  • Identify opportunities for capacity building and trainings for partners, including through the Fund's Community of Practice and Learning Hub;
  • Coordinate the development of knowledge management methodologies, and products on Women, Peace and Security and Humanitarian Action as well as its links to food security.

4. Provide technical inputs to the monitoring and reporting of WPHF Regular Funding cycle and in close cooperation with the WPHF M&E specialist

  • Support the monitoring of the implementation of the Fund's portfolio in Africa and the Arab States;
  • Monitor progress of implementation of activities and finances using results based management tools;
  • Provide substantive inputs to the preparation of donor and WPHF reports, review, coordinate and monitor the submission of annual narrative reports.

5. Provide substantive inputs to resource mobilization, advocacy, knowledge building and communication efforts

  • Develop background documents, donor briefs and presentations related to Women, Peace and Security and Humanitarian Action as well as food security in relation to the mandate of WPHF;
  • Provide support to advocacy campaigns, events, retreats, trainings, workshops and knowledge products;
  • Participate in meetings and public information events with partners and stakeholders, as delegated.

Required Skills and Experience

Education and Certification:

  • Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting;
  • Work experience with programmes implemented in Africa and the Middle East is required.
  • Experience in programmes or policy related to women, peace and security and humanitarian action is required.
  • Experience with global and complex multi-partner funds and programmes is desirable.

Languages:

  • Fluency in English and Arabic is required.
  • Knowledge of French is desirable.
