ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels.

To effectively and efficiently serve the needs of ITU members,
BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Chief, Special initiatives, the incumbent will perform the following duties:

  • Identify, develop, plan, and organize activities to support the work of
    BDT on Giga and FCDO DAP deliverables, including management of the project documents and budgets within
    BDT and between
    BDT and FCDO/FCDO DAP and Giga.
  • Coordinate and guide the work of the
    BDT staff assigned to Giga, FCDO DAP and FCDO ICTDF projects, when required.
  • Provide informed advice and inputs in the planning and organization of regional/country engagement activities related to Giga, FCDO DAP and FCDO ICTDF projects, including steering committees and the preparation of contractual documents prior to regional/country engagement.
  • Coordinate countrylevel policy and regulatory analysis in Giga countries.
  • Coordinate and undertake research in areas relating to emerging policy and regulatory approaches and tools, and innovative technologies and how they can be utilised by Giga to achieve school connectivity.
  • Coordinate with other ITU divisions and departments both at HQ and regional levels, and with the Giga UNICEF team.
  • Coordinate the management of donor funded activities related to FCDO DAP and FCDO ICTDF project, including compliance related activities such as required donor reporting.
  • Draft and design external content and materials related to Giga (UNICEF/ITU School Connectivity Initiative), including key project documents and proposals, coordination of the Giga website and key messages and marketing materials between ITU and UNICEF including coordination with the
    BDT Communications Team.
  • Interface and represent Giga at regional and country events as needed.
  • Perform other related duties as assigned.

Knowledge of project management principles and methodologies.

At least five years of progressively responsible experience in the field of the post, including at least two at the international level.

A Doctorate in a related field can be considered as a substitute for two years of working experience. Proven experience working on donor-funded projects.
