Expected duration of assignment: Framework Agreement starting from January 2024, for ad hoc utilization of services up to 5 years.
1. Background
In a context of rapidly evolving needs, increasing competition for talent, skill shortages, and with a view to improving employee engagement and diversity in the staff, WIPO is seeking to continue the implementation of its HR Strategy (2022-2026).
With the expected retirement of half of its professional population in the coming 15 years, additional focus will be on succession planning and the identification of high potential to prepare for the transition. In order to achieve this, WIPO needs to mature its workforce planning from tactical to Strategic Workforce Planning.
Additionally, in the context of the Geographical Diversity Action Plan as well as the revised Gender Policy, WIPO needs to look at how to incorporate diversity within the Strategic Workforce Planning to ensure we make the best use of this renewal opportunity to broaden the diversity in WIPO staff population.
2. Objectives of the assignment
a) Increase HR capability to identify future workforce needs and assess gaps in the current workforce through a data driven process, looking at workforce demographics, skills, the labor market and workplace trends, such as the increased use of technology to support work and automation of tasks.
b) Support the Talent Business Partner Unit to drive specific workforce planning projects in critical areas (either thematic or sectoral)
c) Propose new approaches for the identification of critical skills to successfully deliver within the evolving work environment and inform the development plans to ensure staff maintain current skills and build new skills and to develop talent pipelines for recruitment. With rapidly evolving skills needs, WIPO needs to change its approach to skills development to enable the organization to adapt quickly and smoothly as skills needs change.
d) Analyze and develop as necessary proposals on related HR initiatives e.g. Diversity initiative, New Job Profiles and job classification, Skills-based recruitment and development, Mobility to support development, Employee Engagement,
e) Support the delivery of a talent management strategy that is integrated with business needs. This includes designing a performance management process that creates value for the business and staff and reshaping the organizational culture to reflect the new hybrid work environment and prepare for the future.
f) Support the Communication efforts related to the above initiatives.
3. Reporting
The contractor will respond to the Director of Talent Management Service and Director HRMD.
4. Profile and languages
Experience:
Extensive experience in workforce planning.
Proven track record of successfully implementing an organizational development and design infrastructure in an international work environment.
Excellent understanding of organization development and organization effectiveness concepts and their applicability to organizational performance.
Good knowledge of results-based management practices and approaches, including strategic and operational planning.
Excellent presentation skills.
Languages:
Excellent written and spoken knowledge of English. Ability to communicate in French an advantage.
5. Duration of contract and payment
A framework agreement contract will be established for up to 5 years and up to a maximum of 91 working days per calendar year.
