Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

This position is located within the Department of Statistics (STATISTICS). STATISTICS is responsible for the collection, production and dissemination of labour statistics published on ILOSTAT, the ILO’s central statistical database.

The incumbent will work in the Data Production and Analysis Unit (DPAU), which maintains the ILO Harmonized Microdata collection and is responsible for the development and maintenance of econometric models designed to produce national, regional, and global estimates for the ILO modelled estimates data series. In addition, the unit carries out econometric modelling and labour market analysis for ILO publications and to support ILO policy work. The incumbent will maintain, improve, and further develop the econometric models underpinning the ILO modelled estimates, carry out economic and econometric modelling exercises for policy and labour market analysis, and draft technical and analytical inputs for ILO publications.

The incumbent of the position will report to the Head of the Data Production and Analysis Unit (DPAU).

Specific Duties

1. Maintain and further develop the statistical and econometric models under the ILO modelled estimates data series using cross-sectional, time series and panel data econometric tools. The resulting data series will be regularly disseminated on the ILOSTAT database and used for reporting to the Sustainable Development Goals (SDG) Global Indicator Database.

2. Contribute to the development of modelling methodologies, data production exercises, and economic analysis outputs to meet needs of internal ILO clients, constituents, and relevant external stakeholders.

3. Contribute to maintaining and further developing the Department of Statistics’ policy simulation toolkit. This will include workstreams on quantitative economic modelling and causal inference for policy simulation.

4. Draft technical and analytical inputs for ILO publications such as the ILO Monitor and the World Employment and Social Outlook (WESO) reports.

5. Compile input databases for the ILO modelled estimates data series, including selecting appropriate statistical inputs from ILOSTAT, and macroeconomic and other data inputs from external sources. Participate in the ILOSTAT data quality control process as part of this compilation. Identify and implement solutions for automating data input selection and modelling output assessments.

6. Support the enhancement of ILOSTAT offerings, including production of new indicators, related technical documentation, analytical reports, and blogs.

7. Participate in international fora in the areas of labour market modelling and analysis.

8. Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties
  1. Organize, design, plan and carry out the collection, evaluation, processing, analysis, projections and dissemination of statistical data in specific fields.
  2. Select methods of collecting data, planning and preparing data-gathering instruments; developing appropriate instructions and guidelines for it, and identify sources of data including research studies, surveys and other statistical sources.
  3. Develop and manage statistical databases. This includes design and development in collaboration with a system analyst or computer programmer. Ensure maintenance of the databases as well as related documentation.
  4. Provide technical support to other ILO programmes and projects and/or to the Organization’s constituents.
  5. Provide technical and administrative backstopping support services to field offices and development cooperation projects.
  6. Participate in the development or revision of standards on statistical concepts, definitions, classifications and methodologies, including analysis of existing practices. Contribute to the preparation of technical reports.
  7. Participate in seminars, workshops, expert meetings and training sessions as a technical resource person.
  8. Draft technical documents for international, intergovernmental and expert group meetings and assist in drafting relevant reports.
  9. Furnish technical advice and assistance to the statistical offices of national ministries and constituents in solving problems in collecting, classifying and tabulating and presenting data, in designing questionnaires and in developing survey methods, performing these functions through correspondence and missions.
  10. Undertake research and provide inputs in the preparations of manuals on related topics.
Required qualifications Education

Advanced university degree (Master’s or equivalent) in the field of economics or other related disciplines with training in basic and applied statistics or similar studies or other relevant field. A first-level university degree (Bachelor’s or equivalent) in the field of economics or other related field(s) with the above-mentioned training and an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree. PhD in economics would be an advantage.

Experience

At least five years of experience in quantitative economic modelling (such as Dynamic Stochastic General Equilibrium modelling) and in applying econometric tools for economic analysis including causal inference models. In addition, experience in imputation of labour market indicators for observations in countries with missing data

Languages

Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization.

Competencies

In addition to the ILO core competencies, this position requires:

Technical competencies
Knowledge of computer science and its application to statistical work. Ability to draft high quality papers, reports and briefs; to apply solution methods and estimation methods to quantitative economic models (such as dynamic programming); to apply causal inference econometric methods; to apply time series and panel data econometric tools. Demonstrated expert knowledge of Stata and R.
Ability to: apply statistical techniques and methods to a wide variety of practical problems; undertake research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; guide and coordinate the work of General Service staff and external collaborators.


Behavioural competencies

Ability to work under tight deadlines and to produce high quality outputs in a timely manner. Ability to find innovative and cost-effective solutions under a tight schedule. Proactive approach in addressing and anticipating needs for constituents, internal clients and the public.
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non- discriminatory behaviour and attitudes.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
